A new application needs 8,000 qualified watch hours in the last 365 days, or 20 million qualified Shorts views in the last 90 days, plus the unchanged 1,000 subscribers. 10 million shorts views in 90 days calculator
Beginning February 1, 2027, Shorts ads and subscription revenue sharing need 10 million qualified Shorts views over the rolling last 90 days. Channels below that stay in the Partner Program.

When do the new rules start?
YouTube announced them on August 10, 2026. The new terms take effect on February 1, 2027. Creators review and sign them in YouTube Studio. January 31, 2027 is the last day before that effective date.
What does a new application need?

Do creators already in the program have to hit 8,000 hours?
No. YouTube says this entry update will not affect creators already in the Partner Program.
What is the Shorts revenue bar?
Beginning February 1, 2027, a channel needs 10 million qualified Shorts views over the last 90 days for Shorts ads and subscription revenue sharing. Under that bar it stays in the program and can keep earning on long-form.
